According to RBC sources, the Investigation Committee is investigating a criminal case against the management of Russia's largest charter airline Azur Air. They are suspected of giving a bribe to the former head of the flight operations department of Rosaviatsia.
According to the law enforcement authorities, the management of Azur Air and several other unidentified persons issued to the former Head of Flight Operations of Rosaviatsia Maxim Kostylev (resigned from the department in spring 2022) vouchers to Turkey, "the cost of which was understated by 4.7 million rubles compared with market prices", said one of the RBC sources.

"Of course, this is a common, widespread practice, where it can be done. That is, if an organization makes bearings for tanks, it's certainly hard to give bearings to an inspecting organization as a bribe. And if it's something that can be consumed in one way or another by an individual, there's nothing unusual about that.
Another issue is that it is quite difficult to prove.
In the charges, as follows from media reports, it is written that the cost of the tourist trip was underestimated, and here is the question: On what basis was it underestimated? Who decided that it was understated?
Maybe this person was given preferential treatment under some discount system in which he reached a certain level, earning some points, being a special personal client, etc. So this is all, of course, subject to proof - by how much it is actually underestimated.
Because if this amount goes down, for example, less than a million rubles, then there will be a different qualification.
We have seen in the media that this was preceded by a series of spectacular detentions of Ros Avia officials and it is possible that this criminal case was the result of some of these officials making a deal with the investigation and cooperating, talking about some new criminal influences," - commented the advocate.
